I checked and xinetd is running :
#/etc/init.d/xinetd status
And it is listening on port 21 :
#lsof -i :21
But still the Windows machine cannot ftp to my RedHat server.

What, exactly, is the Windows machine trying to do? There is much confusion between ftp and tftp in this thread.
