Why not use sqlldr with input file ?
With it you have two possible paths.
Parsing input using complex control file or loading data into temporary table as is with simple control file, then do transformation inside database.
Use the database tools and the database since Oracle costs so much

2) If records exists generate the file for existing records and wait for some time (Go to sleep mode) and
Again check the record count after 10 min.......... (Loop this process if record count >0).

I have a select query which selects two columns. I need to spool the value into a dat file for each row that is returned from the query with the coulumn1 as the name of the dat file .

Here's a database query which looks up the NAME column of PRODUCT table
SELECT NAME FROM PRODUCT ;
And this query retrieves me the following output
SUGAR
COCOA
HONEY
WHEAT
CABBAGE
CAULI FLOWER
Please note the last record CAULI FLOWER contains TWO blank spaces between the two words.

mkhosts - generate hashed host table
SYNOPSIS
/usr/sbin/mkhosts [ -v ] hostfile
DESCRIPTION
Mkhosts is used to generated the hashed host database used by one version of the library routines gethostbyaddr() and gethostbyname(). It
is not used if host name translation is performed by named(8). If the -v option is supplied, each host will be listed as it is added. The
file hostfile is usually /etc/hosts, and in any case must be in the format of /etc/hosts (see hosts(5)). Mkhosts will generate database
files named hostfile.pag and hostfile.dir. The new database is build in a set of temporary files and only replaces the real database if
the new one is built without errors. Mkhosts will exit with a non-zero exit code if any errors are detected.
