chdev command is only for that adapter's interface (enX).
Whereas no will set the network tuning parameter across the board.
Example: If you have two interfaces (one primary 'entX', one for backups 'entY'), if you use no command the settings are reflected on both adapters interfaces (entX & entY). But if you use chdev -l entX -a XXX this setting is only reflected on the interface (enX) of that particular adapter (entX), and not on other adapter's interface.

Hello,
On Aix 5.2, we changed the parameters tcp_keepinit, tcp_keepintvl and tcp_keepidle with the no command.
tunrestore -R is present in inittab
in the directory /etc/tunables we can clearly see the inclusion of parameters during reboot, including the file lastboot.log

For some reason, my AIX 5.2 box has become slow in accepting telnet requests from others boxes. Windows, times out the connection, whereas, Unix it will wait for the AIX to display the login. Connect to the network device and return the network interface

Register server for the provided UUID, every new connection to
this server will be added the bridge interface
