The hwconfig command only displays what the driver configiration is, is has no relation to what the hardware actually is (which is one of the reasons why SCO never bothered putting the command into SCO6). You can configure a tape drive and have it show up in the hwconfig command without ever having a tape drive physically installed on to the system.

Recheck your hardware's address and configuring and redo your mkdev tape.
