I need then to check 12345 to make sure its no longer than 5 digits...

I am checking the length of each line of a fixed length file and making sure all lines are 161 length. My problem is that some files contain null characters which gets stripped out of my echo. I have a issue, I need to loop through a comma delimited file and check for the length which exceeds specified length , if Yes truncate the string.
But my problem is , I do not have to check for all the fields and the field lenght is not same for all the fields.
For ex:

1) Read and input file with 1 column that contains for ex:

...etc
2) Checks the first column if it is:
a. Numeric from 0 - 9

When I check the length for the records in the file, it does not give me the correct value. I used wc -l command.
Example records:
abcdefghij
abcd\efghij
abcdefghi
Expected output is:
10
11
9
But the output returned is
10
10
9

SYNOPSIS
irsend [options] DIRECTIVE REMOTE CODE [CODE...]
DESCRIPTION
Asks the lircd daemon to send one or more CIR (Consumer Infra-Red) commands. This is intended for remote control of electronic devices such
as TV boxes, HiFi sets, etc.
DIRECTIVE can be:
SEND_ONCE - send CODE [CODE ...] once
SEND_START - start repeating CODE
SEND_STOP - stop repeating CODE
LIST - list configured remote items
SET_TRANSMITTERS - set transmitters NUM [NUM ...]
SIMULATE - simulate IR event
REMOTE is the name of a remote, as described in the lircd configuration file.
CODE is the name of a remote control key of REMOTE, as it appears in the lircd configuration file.
NUM is the transmitter number of the hardware device.
For the LIST DIRECTIVE, REMOTE and/or CODE can be empty:
LIST "" "" - list all configured remote names
LIST REMOTE "" - list all codes of REMOTE
LIST REMOTE CODE - list only CODE of REMOTE
The SIMULATE command only works if it has been explicitly enabled in lircd.

DIAGNOSTICS
If lircd is not running (or /var/run/lirc/lircd lacks write permissions) irsend aborts with the following diagnostics:
"irsend: could not connect to socket"
"irsend: Connection refused" (or "Permission denied").
