The Single UNIX Specification is freely available on the world wide web. You can read or download the UNIX specification at

You can join the group that develops the specs at
http://www.opengroup.org/austin. You'll see a large number of folks involved from the big players such Sun, IBM, thru the Linux companies, the BSD groups , government and other users.
The latest version is also IEEE Std 1003.1-2001 (POSIX).
