Creating a menu

Hi,
I need your help co create a very small menu somthing that look like this:

1. first step
2. second step
3. last step
from step : ___
to step : ___

If the user choose 1 --> it will echo : Hellow
If the user choose 2 --> it will echo : World
If the user choose 3 --> it will echo : Bye
If the the user choose from 1 to 2 --> it will echo : Hello
World
And so on.
