Sure,
m is a variable for the max value
h is a variable for the hour
BEGIN{FS=","} = set fieldseperator
NR==1{next} = ignore 1st record
$2>m{h=$1;m=$2} = if 2nd field is greater than the last greatest value set m with the new value and set variable h with the hour
END{print "BUSY HOUR = " h} = print the the hour with the highest value of the 2nd field

The /proc/diskstats file is used to get the each disk I/O statistics. But, It returns the raw value.
