Yet again: Show the input you have, and show the output you want.

Show representative, input and representative output, which have something to do with each other.

We can't tell what you're going to do with this, unless you tell us, otherwise you will run into last-second things like this which were obvious to you but not us.

I need help to write/modify a script to modify the INPUT.TXT file format into the OUTPUT.TXT file format.

My input file format is [INPUT.TXT].

Code:
<Text Text_ID="10155645315851111_10155645333076543" From="460350337461111" Created="2011-03-16T17:05:37+0000" use_count="123">This is the first text</Text>
<Text Text_ID="10155645315851111_10155645317023456" From="1626711840902323" Created="2011-03-16T17:01:02+0000" use_count="234">This is the second text</Text>

and , the expected output format is : [OUTPUT.TXT]

Code:
{{Text_ID=10155645315851111_10155645333076543}}{{FROM=460350337461111}}
This is the first text

{{Text_ID=10155645315851111_10155645317023456}}{{FROM=1626711840902323}}
This is the second text
<ENDTEXT>
{{Text_ID=10155645315851111_10155645320006543}}{{FROM=1481727095384343}}
