OK! I believe in white space, indentation and formatting for easy review, education and maintainability!
Code:
sed '
  /^.\{10\}$/!b
  :loop
  $b
  N
  s/\n\(.\{10\}\)$/\1/
  t loop
  s/\n//
 ' infile > outfile

sed:
  1. if you find a line not with exactly 10 of anything between beginning of line and end, then branch to nothing = end of script = print and get next,
  2. else if at EOF, then branch to nothing = end of script = print and, for EOF, exit,
  3. then get the next line right of the current line,
  4. if the new line is exactly 10, remove the new line,
  5. if that substitute fired, loop back to step 2
  6. remove the new line from the short, final line fragment, and hit end of script = print and get next.

Thanks everyone. awk and sed are working as per the requirements posted here. However, I now see that wrapped length is inconstent across files. I guess some fix at upstream is required.
