screen -d -r pid.ttyX.remotehost

Is something like this implemented in any version of screen? Detach, attach and reattach screen sessions over network, without need to explicitly call ssh & Co.

No. As far as I know there has never been a version of screen with network functionality, or any plans to add this. Most likely because it's hard work to properly secure the connection, including user authentication, and why go through all that pain if you can just connect using SSH?
