Take a look at a product called Solstice X.25 - http://wwws.sun.com/software/x25/index.html
I would assume that there is simialr software available for other flavours of unix.

At a former employer, we just used Xyplex PAD's. When they got a X.25 connection, they would just open a telnet session to a unix host. Our unix hosts never knew about X.25. I think that other companies besides Xyplex have PAD's with this ability.
