I encounter this on RedHat as well.
I noted some of the system files permission got messed up.
In the end I reinstall the OS.
Fortunately, it is a lab server.

I have built this Solaris 10 server, uses NIS. When the server starts up, two instances of ypbind start. This prevents the server from binding to any domain. The SMF in turn prevents any other network services (sshd and the like) from starting up.

HISTORY
This program was first introduced in Mac OS X 10.5 "Leopard". It was inspired by xgridctl(8).
BUGS
pcastctl(8) uses kill -TERM to allow the daemons a chance to die gracefully; there is currently no way to force a kill -KILL.
