Are you running the daemons?
What I want to ask is:
there should be some processes running, not the least of which should be rpc.statd (or similar), this will tell rpcinfo (if I remmeber right) what is running on the box. If there are mno rpc services/ daemons running, there will be none registered with the rpc service and hence, no connection/bind/registration. This happens with NFS servers that lose the registration of the share with the RPC service on the box.
later
loadc
also check on rpcbind in the man pages, this will give more info.
