i think you need to run a service on the unix computer running on some port and write a client on windows to connect to it. i think its a security problem if you allow client to issue any commands so you have to know what you want exactly from the server.
for example this service using gawk gives out time to clients that connect to port 8888 similar to daytime:

I am able to run the UNIX commands in a Windows box from a UNIX box through "SSH" functionality. But whenever the SSH connection is established between UNIX and Windows, password for windows box is being asked.

The /etc/services file associates Internet service names and aliases with the port number and protocol used by the service. Each service
is listed in this file on a single line of the form: ServiceName PortNumber/ProtocolName Aliases
The fields contain the following information: The official Internet service name. The socket port number used for the service and the
transport protocol used for the service. A list of unofficial service names.
Items on a line are separated by spaces or tabs. Comments begin with a # (number sign) and continue to the end of the line.
