What script is the best to use

I am trying to set up a server to for a database. I have apache running, php, https and mysql...but am a little at a lost from here.

I want to be able to have a login/pass page and provide the data to separate department(according to their login) and have them be able to enter the data into their database.

So now what do i do? Do i look into cgi, mysql, vb, coldfusion, and java scripts. My level of knowledge start low at the first of the list and becomes little more then a first name at the end.
