You start with, say, a Linux system. Put the sources there and use the Linux compiler -
gcc to compile the sources. You should start with the compiler suite itself, (some) standard libraries, the linker, etc.. This is what hicksd8 means by "toolchain". Now you have a SysV-C-compiler that is compiled fo Linux. This is called "seeding", because ideally a compiler should be able to compile its own sources. That is: when you write a C-compiler in C you write it, then take another C-compiler and compile it, take that executable and use it to compile it again the original sources, then use that executable to compile it again. You then have a code that is compiled by the executable resulting from the very code its source has produced. From then on you use (the compiled) version X-1 to compile version X, etc.. Here you do basically the same for the whole OS.

Of course you build from scratch. You start with the sources for the OS and you want to have a compiled, running and installed OS. That is as much "from scratch" as it can get.

I have a proc installation.
On running the following 3 commands, I successfully get 3 C files.
proc char_map=string util.pc
proc char_map=string FDRFeedMain.pc
proc char_map=string NonMons.pc
This gives me util.c FDRFeedMain.c NonMons.c

NAME
genassym -- emit an assym.h file
SYNOPSIS
genassym [-c] [-f] C compiler invocation
DESCRIPTION
genassym is a shell script normally used during the kernel build process to create an assym.h file. This file defines a number of cpp con-
stants derived from the configuration information genassym reads from stdin. The generated file is used by kernel sources written in assem-
bler to gain access to information (e.g. structure offsets and sizes) normally only known to the C compiler.
Arguments to genassym are usually of the form ${CC} ${CFLAGS} ${CPPFLAGS} where ${CC} is the C compiler used to compile the kernel, while
${CFLAGS} and ${CPPFLAGS} are flag arguments to the C compiler. The script creates a C source file from its input. Then the C compiler is
called according to the script's arguments to compile this file.
Normally genassym instructs the C compiler to create an assembler source from the constructed C source. The resulting file is then processed
to extract the information needed to create the assym.h file. The -c flag instructs genassym to create slightly different code, generate an
executable from this code and run it. In both cases the assym.h file is written to stdout. The -f flag instructs genassym to create forth
code.
DIAGNOSTICS
Either self-explanatory, or generated by one of the programs called from the script.

HISTORY
The genassym command appeared in NetBSD 1.3 as ``genassym.sh'' in /usr/src/sys/kern. It became a userland utility in NetBSD 4.0.
