"Advertise Error" is a RFS (Receive Flow Steering) specific error but am I right in saying that you only get this error when you kill the process and then try to restart it. The problem is probably that the new process is trying to advertise a resource still advertised by the killed process.
The question is why the uninterruptable S state process is worrying you in the first place. What is happening that prompts you to mess with it? Why don't you just leave it alone?

For eg : i first did this ps -ef|grep _out --displays all the process with _out in the name

NAME
kill - send signal to a process
SYNOPSIS
kill(pid, sig);
DESCRIPTION
Kill sends the signal sig to the process specified by the process number in r0. See signal(2) for a list of signals.
The sending and receiving processes must have the same effective user ID, otherwise this call is restricted to the super-user.
If the process number is 0, the signal is sent to all other processes in the sender's process group; see tty(4).
If the process number is -1, and the user is the super-user, the signal is broadcast universally except to processes 0 and 1, the scheduler
and initialization processes, see init(8).
Processes may send signals to themselves.
