"starting day of the week" - Monday
"monthly and quarterly job will be triggerred if it is 1/1" -- Monthly Job will be triggered on 1st day of the month, total 12 times in a year. Quaterly job will be triggered 4 times in a year. 1st-Jan, 1st- April, 1st-July, 1st-October.

But isn't this will run only once?
For example on 1st of the month both the daily and monthly job should be triggered. In case it's a week start as well then weekly job too. And if it's a quarter start then quarter job too.

IntlCalendar::getMinimalDaysInFirstWeek - Get minimal number of days the first week in a year or month can have

SYNOPSIS
public int IntlCalendar::getMinimalDaysInFirstWeek (void ) DESCRIPTION
Procedural style int intlcal_get_minimal_days_in_first_week (IntlCalendar $cal) Returns the smallest number of days the first week of a year or month must have in the new year or month. For instance, in the Gregorian calendar, if this value is 1, then the first week of the year will necessarily include January 1st, while if this value is 7, then the week with January 1st will be the first week of the year only if the day of the week for January 1st matches the day of the week returned by IntlCalendar.getFirstDayOfWeek(3); otherwise it will be the previous years last week.
