search the entire man pages

Methyl is on the right track. This is how it is normally done. See Ubuntu Manpages and Fedora Manpages for examples. Both use custom Google search on manpages that were converted to HTML format.

When reading man pages, I notice that sometimes commands are follwed by a number enclosed in parenthesis. such as:
mkdir calls the mkdir(2) system call.
