It will look for a string that :
1) start with colon (Smilie
2) followed by 0 or more character (*) that are not a dash [^#]
3) followed by 2 dash (##)

So :

[^#]*will match any string which does NOT contain a # sign
[^#]a character that is not a hash
*repeated 0 or more times
