for #1, can you temporarily rename the file?
for #2, you can use

ps -eo pid,args|grep "*.GO$"

, or

ps -auxww|grep...

This will give you a list of process id's where the command args contain the filenames. 'man ps' for more info -- it's flavor-dependent, i.e., on solaris you might need /usr/ucb/ps instead (see this thread https://www.unix.com/shell-programmin...cates-o-p.html)

Can you have your processes write to an index file? Each proc could then look in this file for exclusions (i.e., filename in file, omit it from search,) write to the index when it claims ownership, and remove the entry when complete.

irsend - basic LIRC program to send infra-red commands SYNOPSIS
irsend [options] DIRECTIVE REMOTE CODE [CODE...] DESCRIPTION
Asks the lircd daemon to send one or more CIR (Consumer Infra-Red) commands. This is intended for remote control of electronic devices such as TV boxes, HiFi sets, etc. DIRECTIVE can be: SEND_ONCE - send CODE [CODE ...] once SEND_START - start repeating CODE SEND_STOP - stop repeating CODE LIST - list configured remote items SET_TRANSMITTERS - set transmitters NUM [NUM ...] SIMULATE - simulate IR event REMOTE is the name of a remote, as described in the lircd configuration file. CODE is the name of a remote control key of REMOTE, as it appears in the lircd configuration file. NUM is the transmitter number of the hardware device.
