Do you really mean:
ssh $LINE hostname
?
Isn't the value of $LINE your hostname?
If it were me I'd use a for loop instead of a while, just because you don't need messy redirection
X="hosts_list"
for LINE in `cat $X`
do
echo $LINE
ssh $LINE
done
But that's a matter of taste, as some might call that a useless use of cat.
What exactly are you trying to do? There might be better ways of achieving your end goal.

ssh-argv0 replaces the old ssh command-name as hostname handling. If you link to this script with a hostname then executing the link is
equivalent to having executed ssh with that hostname as an argument. All other arguments are passed to ssh and will be processed normally.
