I think I may have it figured out. Is this correct:
to check if a file is world-readable and return an error if it's not? That's really the only permission I care about.
If you care only about world-writeable files then and'ing with S_IWOTH is all you need...

1/if it's a file (with extension eg .java .css .jar etc )
or

DESCRIPTION
The umask() function sets the process's file mode creation mask to cmask and returns the previous value of the mask. Only the access per-
mission bits of cmask and the file mode creation mask are used. The mask is inherited by child processes. See Intro(2) for more information

The previous value of the file mode creation mask is returned.
