What does this error message mean?

I was reviewing logs and I got this error message in /var/log/messages:

Did not receive identification string from (IP ADDRESS)

What does it mean?

Could you please post the entire line, and maybe even the line before and line after?

Looks like empty connects, eg. someone testing if that port is open. Could be a script that is testing if the server is still up or someone port-scanning you.
