you mean the time on these forums ?
The time here appears as GMT +1 hour which is the correct time if you're in Sweden like me. Go to:
user cp > edit options
.. and scroll down to date & time options to configure your time zone.

Yes, the time is Central time in the USA. If you look at the bottom of each post it shows a statement of GMT -6 hours and the current time.
I thought your original post had something to do with a timestamp problem.
