Rather, UNIX will never give you more permissions than you ask for.

So if an application tries to create a file with 666 permissions, the umask could reduce the permissions it actually creates, but can't increase them.

FTP is very simple and stupid, so permissions probably don't transfer at all, and a default is given.

Sort of agreed. The ftp program definitely does not transfer permissions and this is by design. My main point is that no matter what value you give umask (and that includes umask 000) unix will not create an executable file without a subsequent chmod command from a user with the correct privilege. It is an important security feature of unix which is absent from Microsoft operating systems.
