Thanks rake. I think this will work for my purposes. I'll have to digest this. And what does %d mean? Thanks for all the replies.

awk '{printf("%d,%d,%d,\"%d %d\",\"%d %d\",%d,%d\n",$1,$2,$3,$4,$5,$6,$7,$8,$9)}'

I am printing formatted output using printf and %d prints integers.
