alpha EV6.7 vs EV7

i have two unix machine running under TRU64

1st one has 8 EV7 CPU with:
The alpha EV7 (21364) processor operates at 1300 MHz,
has a cache size of 1835008 bytes,

2nd one has 16 EV6.7 CPU with
The alpha EV6.7 (21264A) processor operates at 731 MHz,
has a cache size of 4194304 bytes

which of these can provide better cpu performance?
can we make a comparison like this: 731*16 > 1300 *8

how can we improve above relation using cache size info?

This is difficult, as the newer EV7 CPU also has a more advanced instruction set.
I would not use the cache as a direct multiplicator for performance.
Maybe you can find something at the whitepapers:

("White papers, brochures, and analyst reports" on top of page)
("Alpha microprocessor documentation" on bottom right hand corner)
