Why they(one PC and a notebook) report bing in offline state?

Hi,all:

Why they(one PC and a notebook) report bing in offline state?

I directly link a PC with one notebook with a cross cable and all of them are on ubuntu 10.4.0.The only difference is that the PC are on kernel 3.0.4.When they startup information are showed respectively that "...disconnected...you are in off-line state".Why and how could I repair it?

I suspect that this maybe the reason of "lost connection" reported by "scp" command between them.

thanks

After I remove the "network-manager" and configure the IP addresses manaully the execution of the command "scp" still give me a message "connection refused; lost connection",the execution of "ftp" also tell me "connection refused" and I have to quit.

what is the problem, could anybody give me sone clues? The reported message are as follow:

root@likunlun-desktop:~/experiments# scp ./send-512m root@192.168.0.104:/home/likunlun
ssh: connect to host 192.168.0.104 port 22: Connection refused
lost connection
root@likunlun-desktop:~/experiments#

thanks.
