elaborate about:
After start the russian variant application in the application window with fonts all is normal, and the window heading has problems with the coding Cyrillic font.
It is clear that a problem not in the program, and localisation ОpenWindows.
I have tried to change localisation by all legitimate ways unsuccessfully.
Then has tried to modify the file /etc/config/init. Has started the application. The window heading displays Cyrillic fonts correct. Problems are not present. But the strange behaviour of system was thus found out. I can not come on ftp.
It is necessary to search for a way of legitimate change locale.
The localisation does not work after change and is not saved after reboot system.

Changing /etc/default/init is certainly a legitimate way to set the locale. It is unclear from your posting to understand when were the settings correct but it seems the default ones are overwritten somewhere.
Can you elaborate about the ftp issue ?

It solves a problem with Cyrillics coding in headings of windows OpenWindows.
Do you know how to solve this problem differently?

/etc/default/init
Code:
LC_CTYPE=ru_RU.ISO8859-5

I can look on SCSI from the died mashine.
There this problem is solved. Where to look I do not know.

I don't get what relationship can exist between ftp and openwindows. It is also unclear from your postings if setting the variable had a positive impact or not to applications launched after that.

I solved problem with ftp access. It was temporal glitch of system or my head.

Yes, after adding variable in /etc/default/init the problem with font coding in heading of application window disappeared.

Could you suggest me different way of problem solution?

So the problem is solved but you are not satisfied for some reason with the solution and are looking for an alternative. May I ask you why ?
