The ATLAS (Automatically Tuned Linear Algebra Software) project is an ongoing research effort focusing on applying empirical techniques in order to provide portable performance. It provides C and Fortran77 interfaces to a portably efficient BLAS implementation, as well as a few routines from LAPACK.

Improved Windows/Cygwin configure. Basic support for Windows/interix. Special "no-need-to-copy" cases have been removed from ATLmm_JIK/IJK.c, since they occasionally seem to cause large performance drops. JIK matmul is always called for rank-K update, in order to reduce access costs on C. Several errors have been fixed in ATLAS's ILAENV. Several errors in configure have been fixed.
