Question Time and strings

I'm using the following code (it's meant to run from 8am - 8pm) -

=============================================

cur_mon=`date +"%m"`
cur_date=`date +"%d"`
cur_hour=`date +"%H"`
cur_min=`date +"%M"`
cal_hour=`expr $cur_hour - 1`

touch -t $cur_mon$cur_date$cal_hour$cur_min CheckFile

=============================================

It encounters problems before 11 o'clock in the morning because 10 - 1 leaves a 1 digit number.

Can I just check if cur_hour is less than 11 and append a zero onto cal_hour if it is?

Why not use cron?
