The other version of rdrtx1 since I was looking for the region between the zeros which contains a 4 in the 4th column.

His output is exactly what I meant.

Sorry for the misunderstanding.

Code:

#/bin/sh
awk '
rd>1 && $4 == 0 {             # if read flag > 1 and field 4 = 0
  if (ev==4) print col,bv,$2; # if end value = 4 print stored values
}
rd==1 { bv=$2; rd++; }        # if read flag = 1 store begin value, increment read flag
rd>1 {                        # if read flag > 1
  if ($4>ev) ev=$4; # if field 4 > end column value store end column value
}
$2 > 0 && $4==0 {             # if field 2 > 0 and field 4 = 0
  ev=$4; # store end column value
  col=$1;                     # store col value
  rd=1;                       # set read flag to 1
}
' infile
