The solution doesn't meet your requirements for the following input lines (lines without alphabetic characters after = are changed.):

export FILE=1.2.3
export MAIL= '1.3.3'

The sed command must be more selective:

sed '/export.*=.*[[:alpha:]]/s_\._/_g'
