Line 21 is invalid syntax and should probably read:

size1 = sizeof(b)/sizeof(b[0]);

Semicolon on the end of line 83 causes the if to do nothing and subsequently return 0 for any value in array - remove semicolon.


Also define your function like this:
Code:
int find_value(int array[] ,int scale,int num)

and then call it like this:
Code:
if (find_value(c, size2, value) == 0)
