Good idea, like this:
awk '/^"/ {gsub(/"/,"");$0="\""$0"\""}1' file

Another "double-quotes-always-at-the-beginning-and-end" one:
awk -F'^"|"$' '{gsub(/"/,x,$2)}1' OFS=\" file
