USA|John|14:22:42:981
France|Adam|14:22:42:981
Italy|Tony|18:22:42:212

I think what you might be looking for is something like this:
Code:
 sort -t"|" -k1,2 -k3,3r infile

The above will sort pipe delimited file starting with field 1 and ending with field 2 ( -k1,2 ) and then sort on field 3 (starting and ending with field 3)in reverse order (-k3,3r).

You can also obtain what you are looking for using awk without sorting. You can sort after if you need final output in sorted order:
Code:
awk 'BEGIN {FS="|"; OFS="|";} ( $3 > array[$1 "," $2] ){ array[$1 "," $2] = $3 } END {for(x in array){split(x,field,","); print field[1], field[2], array[x]}}' infile
