Useless use of cat and grep, this:
Code:
awk '/^3/{..}' $FILENAME >> NEW_FILE

should be sufficient.

I have problem here,

my input file has 5 lines starting with 3 but when i use the below code i get output only for 4 lines
Maybe one of those lines has spaces before the "3" or your file misses a newline character on the last line.

Franklin,

Thank you for the link(very much useful),

But still am not sure why my script behaves in such a strange fashion, i just created a file myself with 5 lines all starting with 3, but still only 4 lines were printed( FYI - the file format am reading in is csv), i will try again and let you know how it goes, is there any other way to try out ?

Does it work if you add a newline to the file?
Code:
echo >> file.csv
