awk line to read file

OK,

I want to read a textfile `base.txt` looking like this:

MASTER         SLAVE             PERP_BASE    /_\ DAYS   /_\ DOPPLER
x20080613       x20080829        123.3909          77              11.04877
x20080613       x20080909        -5.9504           88              -12.78454
x20080613       x20080920         6.8579            99              34.21313
x20080613       x20081001        4.7021            110             -44.38130
x20080613       x20081012        -2.4757           121             -12.63452
x20080613       x20081023        147.7876          132             -15.89644

I need an outputfile `test.txt`, including only the lines, where the PERP_BASE entry lies in between -10 and 10, and where /_\DAYS is <=99.

For the given example the file test.txt should than look like this:

x20080613       x20080909        -5.9504           88              -12.78454

How can I do this?
