Try putting the complete path to the file CALL_DETAIL_EXCEPTION_20100111.csv.
Also try checking the PWD after CD command in ftp, if it is changing the dir.

I changed my code giving the absolute path like:

           chmod 600 $HOME/.netrc

           #initiate the file transfer
           ftp -v  -i $remote_server


i have changed echo "put /$filename $target_file" >> $HOME/.netrc to echo "put /retr/cron/$filename $target_file" >> $HOME/.netrc.

its giving me this error again.

Might be a dumb question, but: are you sure that $RETR_CRON is set to /retr/cron? Because the error you're getting tells me that the ftp command can't change into that directory because seems not to exist.

yes, $RETR_CRON is /retr/cron only.
