due to restrictions i can't post my script. However, I will give a watered down version

cat t1 | while read a b c d #t1 is the file a,b,c,d are the columns
do
cat << EOF

echo "$b" #shows what it should
echo "$c" #shows what it should

var1="$b"
var2="$c"

echo "var2" #this is returning echo ""

echo "var2" #this is returning echo ""

EOF
break
done

Does it have something to do with using "read"?

If your script is pasted correctly, then there's a space after the closing EOF that is breaking it.

As for var1 and var2, you are inside a cat here, so all you're doing is printing
var1="$b"
var2="$c"

You should assign them before the "CAT << EOF"

The echoes of the two var variables weren't correct, I also did the following:
