pmNewZone - establish a reporting timezone

DESCRIPTION
The current reporting timezone affects the timezone used by pmCtime(3) and pmLocaltime(3).
The argument tz defines a timezone string, in the format described for the TZ environment variable, see environ(5).
pmNewZone sets the current reporting timezone, and returns a value that may be used in a subsequent call to pmUseZone(3) to restore this
reporting timezone.

DIAGNOSTICS
A return value less than zero indicates a fatal error from a system call, most likely malloc(3C).

pmLocaltime - convert the date and time for a reporting timezone

DESCRIPTION
pmLocaltime is very similar to localtime(3), except the timezone used is the current ``reporting timezone'' (rather than the default TZ
environment variable scheme), and the result is returned into a caller-declared buffer (rather than a private buffer).
Like localtime(3) the time to be converted is passed via clock, and the result contains the components broken out in the elements of the tm
struct.
pmLocaltime returns result as the value of the function.
The default current reporting timezone is as defined by the TZ environment variable, so pmLocaltime and localtime(3) will initially produce
a similar encoding of the date and time.
Use pmNewZone(3), pmNewContextZone(3) or pmUseZone(3) to establish a new current reporting timezone that will affect pmLocaltime but not
localtime(3).

I got an question about changing timezone thrue command line on a SunOS Release 4.1.2 without restarting the computer.
Now it's set on WET and I want to set the timezone to CET (GMT +1)

On several AIX 5.3 LPARs the timezone is currrently set to:
TZ=NZST-12NZDT,M9.5.0/02:00,M4.1.0/03:00

While installing Red Hat Linux, I tried changing the timezone to Japan for testing.But the timezone was not set to Japan.
I tried other timezones , but they didn't work as well.
