Syslog can send syslog events to local files or a remote syslog server. If you can find a windows plugin that accepts network syslog events and turns them into windows events, you'd be able to do this.

When syslog is writing to local files (see your syslog.conf file for whiat events go to which files), it creates them as plain-text. You can either log onto the unix server and look at the file (via something like cat, less or more) or you can configure samba to share the log directory as a windows share.
