You must add the proper capabilities to your sendmail M4 macros when you build the sendmail.cf file, discussed here:

Hi, I am logging the output of bdf command to a file called /tmp/bdfoutput in HPUX server. Ns_AbsoluteUrl(pds, url, baseurl) Construct an URL based on baseurl but with as many parts of the incomplete url as possible. Return NS_OK or NS_ERROR.
