It matters what OS you are going to run. Each will have different laptops they will work with - suggest you look at the OS, make sure it is what you need to run Java, Ansi C, etc and then look at the hardware requirements to figure out what type of laptop (in your price range) will work for you.

I read it was possible to distinguish if UNIX system on the machine is derivated from Sys V or BSD. The instruction said:
ps -ef ... is functional on Sys V
ps ax ... is functional on BSD
