hi start with eliminating need for access, if you feel that damage is being done to your server. If you think this is someone or something just being nosy, change root passwd and keep it to your self and senior management.
if yet you want to proceed....
next find out what process or script this root user is accessing....
most system logging takes place in /var/adm...Now prior to proceeding, change your root passwd so that you can definatly log failed entries ..
We want to add two additional log files there, sulog and loginlog. /var/adm/sulog logs all su attempts, both successful and failed. This allows you to monitor who is attempting to gain root access on your system. /var/adm/loginlog logs consecutive failed login attempts.

/etc/inetd.conf will tell you what all the services /etc/bin/inetd daemon listens for, since you only want to track ftp and telnet. Start with eliminating(commenting out) the other services (you or your app may need these services, but for now you can live without them)

Hi, I just wanted to know to what files root does not have access, not even read....I read that .profile for any user is the only file which root cannot access is it true..??...If we have to use passwords and ID's in a script can we use them in .profile and call them as parameters..??? ... pmdarsyslog is a Performance Metrics Domain Agent (PMDA) which exports metric values from the rsyslogd(8) server. Further details about rsyslog can be found at http://www.rsyslog.com/. INSTALLATION
If you want access to the names and values for the rsyslog performance metrics, do the following as root: # cd $PCP_PMDAS_DIR/rsyslog # ./Install If you want to undo the installation, do the following as root: # cd $PCP_PMDAS_DIR/rsyslog # ./Remove pmdarsyslog is launched by pmcd(1) and should never be executed directly. The Install and Remove scripts notify pmcd(1) when the agent is installed or removed. In order to use this agent, rsyslog stats gathering must be enabled. This is done by adding the lines: $ModLoad impstats $PStatsInterval 5 # log every 5 seconds syslog.info |/var/log/pcp/rsyslog/stats to your rsyslog.conf(5) configuration file after installing the PMDA. Take care to ensure the syslog.info messages do not get logged in any other file, as this could unexpectedly fill your filesystem. Syntax useful for this is syslog.!=info for explicitly excluding these. FILES
