Two kinds of initialization
1.) Compile Time (static, extern, const, etc...)
2.) Run Time (dynamic, loop iterations, etc...)

To answer your question, yes. If you do not initialize
your variable, the variable is just given garbage.

Maybe you should show us some programs you found.
