So it is really simple.
Formatted time strings are for humans.
Unix time is for computers.
Do all your time operations on a computer with time represented as unix time.
If you need to show the results to a human, you can covert unix time to a time string based on the locale of the human.
If you have formatted time strings and you want to do computer operations on them, first convert those formatted time strings to unix time.
It is really very simple.

I do little bash scripting so sorry for my ignorance.
How do I compare if the two variable not match and if they do not match run a command.

NAME
time - get time
SYNOPSIS

time_t time(time_t *tloc);
DESCRIPTION
The time() function returns the value of time in seconds since 00:00:00 UTC, January 1, 1970.
If tloc is non-zero, the return value is also stored in the location to which tloc points. If tloc points to an illegal address, time()
fails and its actions are undefined.
RETURN VALUES
Upon successful completion, time() returns the value of time. Otherwise, (time_t)-1 is returned and errno is set to indicate the error.
