DESCRIPTION
This function decodes the given URL encoded string.
PARAMETERS
o $ch
-A cURL handle returned by curl_init(3).
o $str
- The URL encoded string to be decoded.
RETURN VALUES
Returns decoded string or FALSE on failure.
